The European Commission has made available an e-learning platform for institutions applying for the European “HR Excellence in Research” award as well as for those at further stages of implementation of the Human Resources Strategy for Researchers.
The platform contains 70 short instructional videos showing the technical aspects of applying for the HR logo step by step, such as creating an account on the EURAXESS website, obtaining the position of HR administrator, as well as instructions for filling in forms at each stage of the assessment after receiving the award.
In addition, introductory videos contain basic information about the European Charter for Researchers and the Code of Conduct for the Recruitment of Researchers, the benefits of implementing HR strategies in institutions, as well as an outline of the entire process, requirements and principles of evaluation by experts at each stage.
The films are available in English. A transcript is also available for the films.

In the Elsevier Open Publication Program Newsletter
the “Authors journey” presentations of the form for authors in Programme A and B were updated.
At the request of the NSA, Elsevier has partially modified the information that is displayed on the form on pages 5 and 6 with the option ‘Gold Open Access’. Currently, this information contains a link “the rules of the Open Access pilot program in Poland” to our guide about the program.
We have also prepared brief information for authors filling in the form:
Furthermore, the NSA informs that, due to the still low utilisation of the programme (160 articles until November 28 2019), it was agreed with Elsevier to include in the programme approximately 200 articles that were sent to the publisher after May 31, 2019, and published in the subscription model before the start of the programme on September 2. On November 28, 2019, authors of these articles should receive an email from ICM with a proposal for model change and a unique link prepared by Elsevier that allows them to re-fill in the form and select the publication open under Program A.
The WBN looks forward to the selection by the Ministry of Science and Higher Education of Elsevier journals for the pilot open publication programme. The programme is expected to start in the second half of August 2019. More information on the programme can be found on the Open Access website.

According to the amendment of the Act on Foreigners (whose provisions came into force in April this year), the National Contact Point (KPK) informs research units (universities, institutes of the Polish Academy of Sciences and research institutes) employing foreigners to carry out scientific research or development works that they should be approved in advance for this purpose by the Minister of the Interior and Administration. According to the regulations, the approval of a unit is a condition for issuing a national visa and/or a temporary residence permit for the purpose of conducting scientific research to a foreigner, and therefore it may prolong the recruitment process of a foreign employee. This provision is referred to in Chapter 7 of Article 151 of the Act on Foreigners. (We recommend that you read this Chapter as it contains other requirements, such as the agreement concluded with the researcher.)
The approval of the aforementioned units takes place at their request. The application should contain, inter alia, general information about the fact that the unit will accept foreigners for the above purpose within the framework of projects and not only (no foreigners’ data need to be provided), about the existence of the unit for at least 5 years before submitting the application and conducting scientific activity during that time independently and continuously. The letter should be accompanied by documents confirming the fulfilment of these conditions. The issuance of a decision may take between 30 and 60 days, as the applications are also consulted with other authorities, such as the Border Guard or the Internal Security Agency. The paper version of the application should be sent by post to the Ministry of the Interior and Administration.
The current list of approved scientific entities is to be published in the official journal of the Minister in charge of internal affairs (however, it is not yet available online; so far few entities have applied to the Ministry of the Interior and Administration).
It is recommended that scientific units apply for approval as mentioned above to improve the processes of employing foreigners.
Information on the approval of foreigners is available on the website of the Ministry of Interior and Administration and at the telephone number of the Ministry: +48 22 60 133 34
