Guides to good practice – promotion, postdoctoral and academic titles

The Council for Scientific Excellence (Rada Doskonałości Naukowej), responding to the numerous requests made by the scientific community, in particular from those aiming to obtain the postdoctoral degree and the title of professor, kindly informs that on the website of the Public Information Bulletin of the RDN (www.rdn.gov.pl) in the tab “Good practices” further guides on promotion proceedings in science have been published. We previously reported on the publication of a document entitled Proceedings for the conferral of the postdoctoral degree. The guide was updated. This document constitutes and will constitute, as part of its update, a comprehensive discussion of the issues related to proceedings for the conferment of the degree of doctor habilitowany, which are initiated as of 1 October 2019, i.e. in accordance with Act 2.0 (Chapter One of the Guidebook), but also – not forgetting habilitation proceedings which were initiated by 30 April 2019 at the latest and will still be proceeding in various instances until 31 December 2022. – it also refers to the previous legal status, i.e. proceedings conducted under the so-called ‘old’ Act (Chapter Two of the Guide). Furthermore, in line with the expectations of the broader scientific community, other Guides have been prepared and published: 

  • Proceedings for the conferment of the title of professor. 
  • A Practical Guide, containing important information and useful tips on the proceedings for the conferment of the title of professor and Reviews in proceedings for scientific promotion.

Handbook – a compendium of knowledge related to review issues in promotion proceedings. On the website www.rdn.gov.pl, under the tab “Good practices”, one can get acquainted with the guides mentioned above, as well as with sample templates of contracts with reviewers for preparing opinions on the conferment of the degree of doctor, doctor habilitowany and the title of professor. The sample proposals for the content of the contracts take into account the requirements that, in the opinion of the Council for Scientific Excellence, should be specified by the contracting authority (e.g. formal requirements, the possibility to ask for a supplement to the opinion, as well as the possibility to terminate the contract due to unreliable performance or gross violation of the deadline for the preparation of the opinion). The Council for Scientific Excellence would like to remind that the correct drafting of a review in a procedure for scientific promotion by a person who has the legitimacy to act as a reviewer in a given process is one of the primary conditions for the preservation and observance of procedural norms, allowing the given procedure to be considered conducted by the applicable regulations, the concluded contract and academic customs. In addition, the author of the review should always be guided by the principles of ethics of an academic employee, bearing in mind, above all, scientific integrity and honesty. At the same time, I would like to ask all Rectors of higher education institutions and all Directors of institutes of the Polish Academy of Sciences, research institutes and international institutes to kindly disseminate this information among the particular bodies of their scientific units, especially among the Chairpersons of the Discipline Councils or the persons responsible for conducting scientific promotion proceedings in a given department. The Council for Scientific Excellence hopes that the documents published on the website will provide their readers with answers to their doubts and questions related to the proceedings in question, the preparation of reviews, as well as contribute to the streamlining of procedures and the process of scientific promotion, and thus will be a valuable support for the process of scientific personnel development in Poland.

Communication of 4 May 2021 on the financing of the 2021 licence

On 29 April 2021. The Rector of the University of Warsaw signed an annex to the agreement between MEiN and UW for funding of the NPV in 2021. It is expected that the annex will be countersigned in the coming days by the Minister of Education and Science. This annex includes:

Purchase of national licences for 2021: Cell and Elsevier journals with open access publishing (OA), Springer with OA, Wiley, the journal Nature, the journal Science (including the OA Science Advances programme), the Scopus, SciVal, Web of Science, InCites databases, and Poland’s contribution to the Scoap3 programme in 2021, with the grant for national licences allocated so far being sufficient to cover costs until at least 30 October 2021, possibly a few weeks longer depending on exchange rates.
Funding for the purchase of consortium licences for 2021: ACS from OA, AIP, APS, CAS SciFinder, CUP from OA, Emerald from OA, EMIS, IEEE from OA, IOP from OA, JSTOR, Knovel, LWW from OA, NPG, OECD/IEA, OUP from OA, Passport, ProQuest, Reaxys and Taylor&Francis from OA, with the grant awarded being sufficient to cover the planned funding of consortium licences for the full year 2021.

Once the MoE countersigns the annex for funding, ICM will start signing contracts with publishers or publishers’ agents. New funding agreements for the Emerald, Knovel, LWW, Passport, OECD, ProQuest, Reaxys consortia and annexes to the ACS, IOP and IEEE multi-year agreements are already ready for signature, and the CAS SciFinder agreement does not need to be annexed. New grant agreements are still being prepared for AIP, APS, JSTOR, EMIS, CUP, OUP, Taylor&Francis and NPG. It is hoped that all contracts will be signed by the end of May. ICM will be producing minutes and procedural notices for the new contracts signed on an ongoing basis and we anticipate that these documents will start to appear after 15 May. Newly signed contracts and proceedings documentation will be made available for inspection by consortium licence coordinators for consortium participants. In the case of multi-year contracts, the signed annexes to these contracts and the 2020 procurement documentation will be made available.

After the signing of the annex for funding by the MoE, the ICM will also sign agreements with participants in consortia coordinated directly by the ICM, viz: ACS, CAS SciFinder, IOP, ProQuest and Reaxys. ICM expects to issue invoices for contributions to participants in these consortia in the 2nd half of May. Participants in consortia coordinated by publishers or agents can start signing their individual subscription agreements with publishers or agents as soon as ICM’s funding agreements with publishers or agents become available.

The Ulam NAWA Programme

The Polish National Agency for Academic Exchange (NAWA) is pleased to announce the third edition of the programme for post-doctoral incoming researchers: The Ulam NAWA Programme. The programme will allow both recognised and promising scientists who hold at least a doctoral degree, to visit Poland in order to strengthen the scientific potential of Polish entities and to participate in their scientific activities, primarily research projects and didactics. The programme will allow to invite scientists regardless of their age, from all around the world and representing all fields of science, including Polish scientists working permanently abroad. HEIs, scientific and research institutes will have the opportunity to invite specialists from their priority areas to Poland – they will make a significant contribution to the research conducted by a given institution, strengthen didactics or support the institution in applying for prestigious grants.

Activities to be carried out during the Scholarship may include:

  • conducting research and/or development work
  • post-doctoral training
  • obtaining materials for scientific work or publication
  • in addition to the above activities, the visit may also include conducting didactic classes at the Host institution.

The visits under the Project can last from 6 to 24 months. The Programme provides financing for a Scholarship that covers the Fellow’s living allowance of PLN 10,000 a month, along with a mobility allowance. The visits of foreign scientists have to commence between 1 January 2022 and 1 October 2022.

ESCI database development

Communication of 10 December 2020 on the extension of the ESCI database

The scope of the Emerging Sources Citation Index (ESCI) available under the national Web of Science licence has been extended to include archival yearbooks 2005-2014. The additional yearbooks contain nearly 2 million records from over 7,000 journals, including 30,000 publications with at least one Polish co-author. In particular, ESCI indexes 197 Polish scientific journals, which are also on the MNiSW scoring list.
